Comelec has own fingerprint experts

THE Commission on Elections (Comelec) said on Wednesday it has its own team of fingerprint experts and would not rely solely on the findings of the National Bureau of Investigation (NBI) in the course of its separate investigation into the real identity of suspended Bamban, Tarlac Mayor Alice Guo.

Comelec Chairman George Garcia said they needed the findings of the NBI to determine if the fingerprints matched those on Guo’s record when she applied for voter registration in 2021 and in her certificate of candidacy (CoC) in 2022.

“We will use the record of the NBI in the conduct of our investigation for comparison to her (Guo) application for registration and in her CoC,” he said.

Garcia said the commission had checked Guo’s fingerprints against those of other registered voters throughout the country, and it did not match anybody in their files.

He said it was the NBI’s expertise that is sought when it comes to fingerprint examination, since the bureau was the expert on rules of evidence and that there was not a single instance that its finding was reversed by a court.

NBI Director Santiago said that the third set of fingerprints that the bureau was examining was immaterial to the investigation of the other agencies of the government, as it has already been established that the mayor’s fingerprints matched those of a Chinese passport holder, Guo Hua Ping, who entered the Philippines as a 13-year-old on Jan. 12, 2003, using a special investor resident visa.
