The Office of the President released on Friday, Oct. 27, Memorandum Circular No. 38, allowing the work and school arrangements for public offices and schools.

“In order to provide government employees full opportunity to properly observe All Saints’ Day on 01 November 2023, and to allow them to travel to and from the different regions in the country, work from home arrangement in government offices shall be implemented, and asynchronous classes in public schools shall be conducted on 31 October 2023,” the memorandum signed by Executive Secretary Lucas Bersamin stated.

However, agencies whose functions involve the delivery of basic and health services, preparedness and response to disasters and calamities, as well as the performance of other vital services shall continue with their usual operations and render the necessary services in person.

Bersamin also said that “a similar arrangement for work in private companies and classes in private schools is left to the discretion of their respective heads.”

The memorandum was issued days after the Palace clarified that Oct. 31 is not a holiday.

Due to three holidays —Oct. 30 (Monday), Nov. 1 (Wednesday), and Nov. 2 (Thursday), a long weekend will be enjoyed throughout the country.

Oct. 31 will be sandwiched between the special non-working holidays.

Marcos has declared Oct. 30, 2023 as a special non-working day across the country to allow the people to vote in the much-awaited Barangay and Sangguniang Kabataan Elections (BSKE). — Betheena Unite
